Cordova not found and "Browse" button in options does not work

### What happened

On Win11 Pro, attempted to create a new cordova project and NB said it can't find Cordova although it's installed.
Went to options -> HTML/JS -> Mobile Platforms and attempted the following:

- Paste the cordova location (FAIL)
- Hit the "Browse" button to manually select the path (FAIL) , "Browse" button doesn't do anything

On Win11 Go to options -> HTML/JS -> Mobile Platforms and Hit the "Browse" button to manually select the Cordova path

Start by reproducing the issue in Options > HTML/JS > Mobile Platforms on Windows 11, testing both the pasted Cordova location and the Browse button. Done means the path can be selected or entered successfully and a new Cordova project detects the installation.
