Go To File Keybinding Can No longer Be Changed

There actually are quite a few of the menu items missing from the keyboard mapping list now. Something seems to have gone wrong.

### How to reproduce

Search in keyboard shortcuts for either ctl-shift-o or Go To File... you will not find it. There are many others now missing as well.

Start by reproducing the missing Go To File shortcut in the Keyboard Shortcuts UI on Apache NetBeans 14, then compare its shortcut registration with NetBeans 13 and inspect how menu items populate the keyboard mapping list. Done means Go To File and the other missing menu actions appear in the list and can be changed.
