Research direction
Start by reproducing the issue in Apache NetBeans 14 on Windows 10 with JDK 11, using the Vietnamese keyboard and typing "thế giới" directly. Compare the behavior with NetBeans 12.6 and with pasted text; done means direct input preserves the Vietnamese characters.
