Research direction
Reproduce the issue in Apache NetBeans 13 on macOS Big Sur by switching from English to Ukrainian and using Cmd+X or Cmd+V in the editor. Start by tracing the editor's shortcut and input-language handling; done means each shortcut performs its action only once with the alternate input language active.
