The [build cache extension](https://maven.apache.org/extensions/maven-build-cache-extension/) extension added in MBUILDCACHE-1 should be leverage from Maven itself in order to speed up both local and CI builds.
As remote cache the ASF nightly server (https://infra.apache.org/nightlies.html) should be used which supports WebDAV according to https://nightlies.apache.org/authoring.html.

Research direction
Start with the Maven build cache extension described in the issue and review MBUILDCACHE-1 for its existing integration points. Check INFRA-24016 and the ASF nightly/WebDAV references to understand the remote-cache prerequisites. Done means Maven itself uses the extension for local and CI builds with the stated remote cache.
