[MNG-6924] CREATE: a Maven-Content Contribution REPO

Internal chats with Robert make it possible to bring to live creating a Repo that welcomes the Community Maven Content Contributions. 

The idea is that the Repo will welcome blog/video/sessions/tutotals etc contributions via PRs that require the Maven Committers to review. With that review & approval, the content becomes public & a part of the accumulation of Maven goodness. 

Minimal requirements:
1. content contributions must be submitted, review & processed via PRs
2. if not automatic & scalable, not valuable
