[MNG-4921] Improve POM model with sections for qualityManagement and JavaDoc link

The POM model was not enhanced in m3 for backward compatible reasons.
Some users ask to add qualityMangement section (MPIR-149) and javadoc link (MJAVADOC-32).
We need to have a plan to include them.

Start with the POM model and review the linked MJAVADOC-32 and MPIR-149 requirements. Define a backward-compatible plan for adding the qualityManagement section and JavaDoc links, including the affected model areas and expected behavior. Done means the plan is agreed and sufficiently specific to guide implementation.
