[SUREFIRE-1508] SurefireBooterForkException with Maven 3.5.3

Running junit integration tests with Maven 3.5.3 gives org.apache.maven.surefire.booter.SurefireBooterForkException. 

With Maven 3.5.2 everything runs fine.

Reproduce the integration-test failure with Maven 3.5.3 and compare it with Maven 3.5.2, then inspect 2018-03-28T16-00-51_221-jvmRun1.dump and failsafe-summary.xml. Trace the failure from ForkStarter.fork and confirm the fix by running the affected tests successfully under Maven 3.5.3.
