[MRELEASE-1051] maven-release-plugin should honor the -N command line option

the maven-release-plugin does not seem to honnor the maven command line option '-N' as it releases all modules of a root pom module.

Start by reproducing the reported behavior with the maven-release-plugin on a multi-module root POM while passing Maven's -N option. Trace the release entry point and existing tests for command-line options; the work is done when -N prevents release processing of child modules and the behavior is covered by a regression test.
