[MENFORCER-261] We have rule requireActiveProfile, now implement rule BanProfiles

Implement rule to ban one or more profiles from being active.

This has been discussed in MENFORCER-225.
But no ticket was created, and the created patch may have become invalid due to age and development.

So here is a new patch.

Start by reading the existing requireActiveProfile rule, then inspect the attached enforcerBanProfiles.diff and the linked GitHub pull request #21. Done means a BanProfiles rule can ban one or more profiles from being active, with behavior aligned to the prior discussion in MENFORCER-225.
