[MCHANGES-380] REOPEN - Add option to skip announcement if there are no changes or changes.xml file is missing

It will be good to have some option to skip announcement generation if there are no changes for artifact. Now if there are no changes build fails with error:
No releases found in any of the configured issue management systems.

Review the attached MCHANGES-380.patch and the linked MCHANGES-233 issue first. Reproduce announcement generation with no releases and with a missing changes.xml file, then verify that the new option skips generation without failing the build in both cases.
