[MBUILDCACHE-84] Allow maven plugins to expose their default cache configuration

I think it would be nice to allow each maven plugin to declare its default caching configuration in its own project repository (e.g in a file located in the plugin's jar /META-INF).
That would allow to have a growing catalog of default plugin configurations.

Start by reviewing the Maven build cache extension and the proposed plugin JAR location, /META-INF. Determine how a plugin could declare default caching configuration and how the extension would discover it. Done should allow individual Maven plugins to provide defaults from their own repositories while building a catalog of configurations.
