remove refs to people.apache.org/home.apache.org in build

The server will be decomm'ed soon, we should fix these refs:

$ git grep people.apache.org
$ git grep home.apache.org
```

Run the two git grep commands from the issue to locate every reference to people.apache.org and home.apache.org. Update the affected build files or text, then rerun both searches; done means neither hostname remains in the repository and the build-related checks still pass.
