Release wizard: Remove obsolete JIRA instructions

### Description

The current release wizard still contains instructions that need to be performed on JIRA. We are not using it any more so those instructions are obsolete and should be removed / replaced.

Inspect the release wizard entry points and locate the instructions referring to JIRA. Remove or replace those obsolete steps, then run the release-wizard checks or tests available in the repository and verify that the resulting instructions no longer require JIRA.
