Activate `use-apache-snapshots` profile

As documented on the [ASF Parent POM website](https://maven.apache.org/pom/asf/), since version `34` the ASF Parent POM moves the `apache.snapshots` repository to the `use-apache-snapshots` profile.

We have two choices here:

- We can activate the profile in the parent POM and work as usual.
- We can activate the profile only in the builds that actually need it (e.g. `logging-log4j-samples`

Read the ASF Parent POM documentation linked in the issue, then inspect the parent POM configuration and the builds that may need snapshot dependencies, including logging-log4j-samples. Resolve whether the profile belongs in the parent POM or only in dependent builds; done means the chosen activation is documented and the affected builds work with ASF snapshots.
