[FEATURE] Support to copy batch resource jar to kyuubi staging dir to free the batch resource jar

### Describe the feature

Customer might want to use a latest batch resource jar to submit a batch job.

We can support to copy batch resource jar to kyuubi staging dir.

So that, customer can update the latest batch resource jar.
It should be a normal ETL requirement.
