Is there a way to configure Fuseki so that it sets a user-agent header on outgoing requests?
Wikidata.org's SPARQL endpoint recently started enforcing its [user-agent policy](https://foundation.wikimedia.org/wiki/Policy:Wikimedia_Foundation_User-Agent_Policy) as a result one is heavily rate limited when doing federation with Wikidata without an User-agent header.
