[Improve][Docker] Optimize the deployment on Kubernetes

### Description

InLong has supported [deployment on Kubernetes](https://github.com/apache/inlong/tree/master/docker/kubernetes) for a long time, there is also a [guide document](https://inlong.apache.org/docs/next/deployment/k8s).

The last commit for deployment on Kubernetes passed 1 year, and the community has released several versions, it's time to update the deployment files now, including the following tasks:

- Check the deployment works fine for the latest version
- Update the deployment helm files and document
- Update the GitHub action workflows
