Include the vote description in vote notification emails

It's valuable that all votes are also recorded in the mailinglist archives. To give a more 'complete picture', it'd be helpful if the vote notification email also contained a copy of the vote description. This information could of course also be derived from timing and other emails, but having it right there with the notification makes it nice and self-contained.

The issue does not name a file, test, or entry point. Locate the code that generates vote notification emails, then inspect how the vote description is available when the notification is sent; done means the email contains a copy of the description and remains self-contained in the mailing-list archive.
