New question: Update target audience when changing project

Hi,

When creating a new question, the field "Target audience" is set to "Apache [project] commuinty" where [project] seems to be the first project in the Project list. When changing Project, the Target audience is unchanged, for example in the CAP-TEST question 8 is "for Apache apr community" (since "apr" is the first project) however I changed the project to "serf" before submitting and "forgot" to update the target audience.

I think it would be good if the Target audience was updated when the project is changed.

Start by reproducing the new-question flow described in the issue: select a project, then change it before submitting, and observe the Target audience field. Trace the project and target-audience handling in that form and verify the fix by confirming that changing the project updates the audience to the selected project before submission.
