Add an option to continuously sync table metadata with the RunSync tool

### Feature Request / Improvement

Currently the RunSync tool that is packaged with the xtable-utilities bundle only syncs the metadata once. Our recommendation though is to sync incrementally and frequently to keep the metadata up to date for all of the target formats. It would therefore help out our users to add a flag that they can use to run the sync as a continuous operation so the metadata syncs at some interval defined by the user.
