decoupling of Seata and Configuration Center

when the same configuration needs to be subscribed in multiple classes, the dependence on the configuration center will be heavier at this time. When the configuration does not exist and the configuration center is not available, it will cause some adverse effects, so we should decouple this
当同一个配置需要在多个类中被订阅式,此时对配置中心的依赖会更重,当配置不存在时,且配置中心不可用时,会造成一些不良影响,所以我们应该对此解耦合
