Jakarta namespace support in ignite/web

Currently ignite/web depending on tomcat servlet javax namespace.
We have requirement to use Jakarta EE10 Jakarta.servlet in ignite/web.

Done means ignite/web supports Jakarta EE10's jakarta.servlet namespace rather than depending on the Tomcat javax namespace.
