list all checks to perform for any release from the iceberg project

- check all artifacts for LICENSE/NOTICE
- ASF header check
- etc / etc

Idea is to just generate a list and turn it into some sort of check for every release candidate

No files, tests, or entry points are named. Start by expanding the listed ASF checks into a complete release-candidate checklist, then determine where a repeatable check belongs. Done means the release checks are documented and turned into some form of check for every candidate.
