[EPIC] Iceberg playground

Inspired by [datafusion cli](https://datafusion.apache.org/user-guide/cli/index.html) and [pyiceberg cli](https://py.iceberg.apache.org/cli/), we want to have an interactive playground tool so that users could play around with iceberg tables using sql, backed by iceberg-rust and datafusion.

Start by reviewing the linked DataFusion CLI and PyIceberg CLI examples, then examine how iceberg-rust and DataFusion could support an interactive playground. Define the playground's intended SQL and Iceberg-table workflows before implementation. Done should mean users can interactively explore Iceberg tables with SQL through the completed tool.
