[Feature Request]: Add Sybase official driver

today when we use SAP sysbase the only supported driver is jtds from 2013

we should add offcial support for jconn4.jar official driver com.sybase.jdbc4.jdbc.SybDriver

the jar file exist in maven repo https://mvnrepository.com/artifact/jdbc.sybase/jconn4

dbeaver download it directly
