[Bug]: Projects plugin - option to restrict environments not working at startup

### What happened?

The option **Restrict environment list to active project** doesn't work at Hop GUI startup if a project is active.

In order to have the environments filtered, you need to choose another project (even if you like to work on the project activated at startup).
