[Feature Request]: Enhance Data Set / Golden Set dialogues

### What would you like to happen?

Please enhance the Data Set dialogue so that:

1. It pre-populates the name of the Data Set with a pattern driven from the metadata perspective.
e.g. ds-##pipeline_filename##-##step-name##
2. the default folder is pre-populated through configuration set from the metadata perspective.
e.g. the same folder as the pipeline
or ${HOP_DATASETS_FOLDER}
3. the filename is pre-populates with a pattern driven from the metadata perspective.
e.g. ds-##pipeline_filename##-##step-name##
5. there is a button that enables the navigation from the folder as configured in #2 above, perhaps to select a subfolder
