[Feature Request]: change Neo4Connection metadata type to a pluggable (bolt) graph connection plugin type

### What would you like to happen?

- the Neo4j connection and transforms/actions can be used with several bolt and OpenCypher compatible databases.
- there are a number of minor problems caused by changing Neo4j versions (e.g #2951)

changing the Neo4Connection to a pluggable bolt connection type would make managing these different database types and version changes easier to manage.
