[Question] Prometheus任务的使用问题而且Manager和采集器的控制很容易出问题

问题一： 同样的指标获取接口 Prometheus可以正常获取到应的数据，而在内hertzbeat内大部分时间查不到，这个直接关系到可靠性
问题二：采集器用来执行采集任务，在调度上太过粗暴，没有一个稳定的上线下线机制，manager重启或者采集器重启都会引起整体采集故障
