[Improvement] Move the hadoop-common module out of catalog folder

hadoop-common module is leveraged by fileset catalog, as well as gvfs module, also potentially by other modules, so it is not proper to put into the catalog folder, we should move it out to the root folder.

Trace how the fileset catalog and gvfs module use it, then run the relevant project build and tests. Done means hadoop-common is at the root while those modules still build and their tests pass.
