[Subtask] Support Apache Ranger Hive plugin 1.2.0 version in the Hive2 Docker image

### Describe the subtask

The Gravitino CI Hive Docker supported the Apache Ranger Hive 2.4.0 version plugin in the Hive3 runtime mode.
But not supported through Ranger control Hive2 permission, I think we can enable Ranger Hive 1.2.0 version plugin in the Hive2 runtime mode.

As far as I know, The Apache Ranger configuration version of Hive2.3.x is 1.2.0, So we need:
1. Release Apache Ranger package in the https://github.com/datastrato/apache-ranger/releases
2. Add ranger-hive-plugin-1.2.0 and ranger-hdfs-plugin-1.2.0 in the Hive Docker image.

Done means the Hive2 runtime image includes ranger-hive-plugin-1.2.0 and ranger-hdfs-plugin-1.2.0, with Ranger-controlled Hive2 permissions enabled.
