[Improvement] Support multi-version of Doris in Docker Image

### How should we improve?

We can extend `.github/workflows/docker-image.yml` to accept two different version of Doris, and let `./dev/docker/ranger/ranger-dependencies.sh` accept these settings.

Start by reading .github/workflows/docker-image.yml and ./dev/docker/ranger/ranger-dependencies.sh to understand how the current Doris version is passed and used. Done means both files accept and correctly handle two Doris versions when building the Docker image; the issue does not name a test command.
