[Subtask] Add tag support for Semantic Models in Gravitino

### Describe the subtask

Add tag association support for Semantic Models, including metadata object resolution, existence validation, orphan relation cleanup, supported type registration, documentation, and focused tests.

Policies apply to Semantic Models through policy-on-tag. Direct policy associations and UI are out of scope.
