[Subtask] Add Semantic Model catalog operations to Python client

Add Python client operations for listing, creating, loading, altering, and dropping Semantic Models, including request and response handling, catalog integration, error mapping, and focused tests.

Server implementation, OpenAPI definitions, and other clients are out of scope.
