[EPIC] Deliver IRC recovery APIs and client support

### Describe the proposal

Deliver the approved IRC management surface for recovering retained Iceberg tables, along with the client integration required to use it.

Standard Iceberg REST table deletion remains compatible. This work does not imply a general native Gravitino undelete API or support for other entity types.
