'New' context menu doesn't display selection (submenu)

2\. Right click on a folder
3\. Click/hover on 'New' context menu

'New' submenu should appear where I can select the type of new file to create

Reproduce the issue from the Project Explorer by right-clicking a folder and opening the New context menu, then inspect the IDE log reference 2023_12_11_eWHTkk2eGp3N7EGYgHPVrt while tracing the plugin's context-menu entry point. Done means the New submenu appears and lets users select a type of new file.
