When creating Grails module IDEA does not propose to run create-app. Works when creating a project

After creating a Grails module through file->new->module the dialog "Create Grails application" does not show (see attachment).
This means that an empty module is created and Grails menus/actions isn't associated with it.

Works fine in Intellij v.14.0.4

Nothing to see in logs.

Start by reproducing the issue through File > New > Module and compare it with creating a project, where the dialog works. Trace the Grails module creation flow and the "Create Grails application" dialog; done means the dialog appears and Grails menus and actions are associated with the new module.
