[VL] remove thrift depednecy in arrow build

As arrow parquet is not directly used, we should be able to remove the thrift dependency in arrow also

Start in dev/build_arrow.sh at lines 60-62 and inspect how the Arrow build adds the thrift dependency. Remove the unnecessary dependency and verify that the Arrow build still completes without it.
