[VL] RAS: Fallback tags added in RAS rules don't propagate back to the input plan

This will lead to the fallback reporter reports "Gluten doesn't support ..." uniformly than the detailed information about the fallback.

This is caused by some limitations of RAS's internal. Should investigate and fix.
