[VL] Include lib arrow in vcpkg build

### Description

Currently, we have a dedicated script to build out static arrow libs, regardless of vcpkg is enabled or not. We can make it built by vcpkg when vcpkg is enabled.

Start by locating the dedicated script that currently builds the static Arrow libraries and the vcpkg-enabled build entry point. Confirm how the build behaves with vcpkg enabled and disabled; done means vcpkg builds the Arrow library when enabled while the existing non-vcpkg path remains available.
