[VL] Wrong LICENSE.txt and NOTICE.txt in gluten jar

We must put the right LICENSE and NOTICE file with Apache license as well as the related dependance licenses into Gluten's jar file, but it currently put a wrong NOTICE and NOTICE.txt in the jar.
