### Description
As of early March the CI for Velox are still running on servers from intel lab. We should migrate the GHA job to Apache Jenkins ASAP.
- [x] Remove spark source folder
- [x] CI use prebuilt image and github free runner
- [x] Cent7 based image, with vspkg ready
- [ ] Use static build for Spark UT
- [x] Using static build for tpch/ds
- [ ] Use static build for performance
- [x] migrate to apache jenkins/github free runner
