[VL] Add minio based test in GHA

### Description

Gluten with velox supports Parquet read and static partition write on object storage service[1]. We should add several minio based tests to check.

Start by reading docs/velox-backend-limitations.md at the partition-write reference and inspect the existing GitHub Actions test setup. Determine which MinIO-backed Parquet read and static partition-write cases are required; done means several such tests run successfully in GHA.
