[UT][VL]update ORC related spark-ut for spark35

### Description

1. Include ORC UTs which now can pass but still excluded.
2. Add fail reasons for excluded ones.
3. Add Hive ORC Suites from spark source.

Start by locating the existing ORC-related Spark UT exclusions and the Hive ORC suites in the Spark source. Review which excluded tests now pass, document fail reasons for the rest, and add the applicable Hive ORC suites. Done means the Spark 3.5 test results reflect the updated inclusions and exclusions.
