[Console] The task has been STARTING and cannot be restarted or exited

**Describe the bug**
I started an interactive query service, but my geaflow console service unexpectedly exited. After restarting the console process, the task status remained 'starting' and could not be deleted, exited, or restarted

**Expected behavior**
The task should failed
