Skip bucket recovery for non-existent partitions

There is no need to recover logs when the partition not exist.

No source file or test is named in the issue. Start by locating the bucket-recovery code and its partition-existence handling, then run the relevant recovery tests; done means nonexistent partitions skip log recovery while existing partitions retain their current recovery behavior.
