[lake/iceberg] Support snapshot expiration for lake tables

### Motivation

https://github.com/apache/fluss/pull/2184 introduce a new table config `table.datalake.auto-expire-snapshot` and a new tiering service config `lake.tiering.auto-expire-snapshot` to support user to controll the snapshot expiration for lake table. Iceberg should also suport these configs.
