### Steps to Reproduce

open the share link, and hover the second axis tick to see the second label position overlap is not working

### Current Behavior

### Expected Behavior

expected the second label position overlap still follows the overlap settings

### Environment

```markdown
- OS: macos
- Browser: chrome
- Framework: echarts
```

### Any additional comments?

seems like axisPointer triggerEmphasis did not apply labelLayout. same with the legend hover trigger emphais config

Research direction

Start with the linked minimal reproduction and compare axisPointer triggerEmphasis behavior with the configured labelLayout overlap settings. Reproduce the second axis tick hover in macOS Chrome, then verify that the second label continues to obey the overlap configuration; the issue also notes the same behavior for legend hover trigger emphasis.
