[Bug] legend.padding not effective

### Steps to Reproduce

I used this configuration: legend.padding [0, 10, 0, 200]
To set different values on the left and right, but it did not take effect.
As shown in the figure below.

### Current Behavior

Always maintain the same padding on both sides

### Expected Behavior
